| Qualifications or Performance：1. Bidders shall submit documents proving that they are eligible to participate in the bidding and have the ability to perform the contract after winning the bid, as part of their bidding documents. The qualification documents submitted by the bidder to prove that the contract can be fulfilled after winning the bid shall include the following documents: 1) If the bidder’s goods are not manufactured by the bidder, the bidder shall obtain the manufacturer’s approval to provide the goods in this bid with a formal authorization letter; 2) The manufacturer has design, manufacturing, quality control, operation management and matching with the scale, scope and level of the bidding project in terms of professional technology, resources (human resources, infrastructure, equipment and facilities, working environment, etc.), performance experience, etc. Qualifications and abilities; 3) The manufacturer of the bidding equipment has experience in designing and manufacturing the same type of goods; 4) The original or copy of the credit certificate issued by the bank where the bidder opened the bid within three months before the bid opening date; 3. Bidders must meet the conditions stipulated in Article 22 of the Government Procurement Law: 1. Have the ability to independently bear civil liability (provide business license); 2.
